change core lib azure version to fix application insights log issue

Related issue: #45

We don't see logs in application insights after M23 pullback. We made the changes in core-lib-azure-spring6 to fix this. This MR is to upgrade the library and apply the fix.

@thulasi_dass - should we try to get it to 0.27.x since this is targeted for M24 ? https://community.opengroup.org/osdu/platform/system/lib/cloud/azure/os-core-lib-azure-spring-6/-/tree/v0.27.0-rc4?ref_type=tags should contain the changes in 0.26.2
