[BUG] Create error messages based on response from OPA

Storage has failing tests due to incorrect logic related to integration with OPA. Storage should not be responsible for creating a custom error message in case OPA returns error. Please use error message returned from OPA. Please make sure all integration tests are passing when opa is turned on.
