Testing. Switch from internal File endpoints to public Dataset ones.(GONRG-7570)

Description:

Relate issue: osdu/platform/system/file#87 (closed)

Existing:

EDS integration tests use the File service /storageInstructions endpoint, which is supposed to be hidden, not exposed, thus the test case is invalid.

Expected:

An option has been added to use the public Dataset endpoint /storageInstructions.

How to test:

via ci-cd

Changes include:
