Apply role-based access to File V2 endpoints.

File V2/DMS API doesn't use Authorization filters (@PreAuthorize), and doesn't evaluate the roles of the requester, which could lead to data leaks.

Potential issues:

• If not closed from Istio, data leaks are possible.
• Even if closed from the outside, authorization of internal requests will not be evaluated.
