Azure: Adding webjars and api-docs in auth exclusion paths

This MR is adding webjars and api-docs in auth excluded paths array in osdu-istio-policy.yaml

Without these exclusions the Swagger Interface is not rendering in the webpage

These exclusions are used by other services as well

No, I don't know. This appears to be server-side at FOSSA. I have a support ticket in, I'll let you know when I hear back.
