Vulnerability updates and other bug fixes

Lots of software updates

• Update base container image
• Updated python
• Updated python packages, including but not limited to FastAPI, Requests, OSDU Python SDK
• Reference Dockerfile change to alpine (was slim) as slim isn't getting software updates fast enough.
• AWS and Reference dockerfile change from LegacyKeyValueFormat to ENV key=value
