EDS-DMS IT changes

Naga Aneesh Mylavarapu requested to merge ITFixEDSDMSMaster into master

This PR has the following changes:

  1. Added clientID to list of secrets provided to secret service for creation and cleanup
  2. Made file cleanup optional based on environment variable similar to file service implementation.
