Adding null check for dataServiceName in RecordLoaderConfig

Description:

• Updating Dockerfile in provider/csv-parser-azure
• Updating Readme for provider/csv-parser-azure
• Adding null check in RecordLoaderConfig class to take the default option of file service in case value for dataServiceName is not sent in Ingestion Request object

How to test:
