AWS M18 - PatchRecord api returns 500 error

While testing the Storage/Policy integration for Storage Patch (PatchRecords) api, the api returns 500 error when the payload contains only headers to be patched. When the payload contains data fields to be patched, the PatchRecords api is working (though with other E&O issues reported in https://community.opengroup.org/osdu/platform/pre-shipping/-/issues/500).

This 500 error is only seen in AWS environment not in Azure/GCP environments.
