Upgrade appengine-api-1.0-sdk to 1.9.79

appengine-api-1.0-sdk version 1.9.76 has no explicit license, and is not assumed to be compatible with Apache 2.0. This was reported back to the appengine-api-1.0-sdk team, and they released version 1.9.79 with an Apache 2.0 License. Therefore, we should use this version for direct dependencies.
