Resetting the pom version to 0.25.0-SNAPSHOT for the default branch

Main development is (by PMC convention) always "working towards" a minor release, so the patch number should always be zero. The tag-release-candidate logic is depending on this convention, and refusing to tag RCs because it doesn't look right.
