Added authorizationFilter for some endpoints.
Endpoint /v2/files/storageInstructions. Role is "service.dataset.editors".
Endpoint /v2/files/retrievalInstructions. Role is "service.dataset.viewers".
Endpoint /v2/files/copy. Roles are "service.storage.creator" and "service.storage.admin".
