Draft: Updating the NOTICE File

FOSSA is being consistent with this now, but I can't explain why the NOTICE output between the pipelines:

Seems to be running on the same input and generating different output, though it is possible that changes in dependencies (maybe even OSDU library dependencies) caused the change in the output. I'll follow up with FOSSA engineers, but in the meantime let's get the pipeline back to green using our current knowledge.
