Updated NOTICE

This was last working after !31 (merged). After that point, failures in the azure integration tests have prevented the fossa-check-notice from running (though the check-notice no longer waits for integration tests, so this won't be a problem going forward).

MRs !29 (merged) and !33 (merged) were merged since the master pipeline stopped working. There were some dependency changes on !33 (merged), so that was likely the undetected introduction of these dependencies.
