Doc update, promotion of config API, policy update verify

  • Documentation update for M18 APIs, translate, release notes, architecture
  • Promotion of config API from dev diag (default off) to regular API with reduced information and option to mask even more
  • Policy now has the ability to verify rego before committing it to the bundle in support of #80 (closed)
