Rego Validation before upload to bundle

Bundle to OPA Sync improvement aka Add rego-rules' validation in "Create partition policy" requests

While I am testing today in AWS Pre-Shipping env, the Bundle to OPA sync stopped working after I added a partition policy containing errors. It would be good if:

(1) to prevent policies with error to be saved into the bundle, or

(2) the sync process is still working for other policies in the bundle, ie, only preventing the policy with errors from syncing into OPA.

It is good that the sync process starts working after the policy is corrected.

So not an urgent issue.
