M18 - Translate and other improvements

• Translate preprocessor (only for search) for #82 (closed) and #76 (closed) This is considered highly experimental and still needs testing.
• Translate API change - groups are now optional in Input of TranslateItem. This is considered highly experimental and still needs testing.
• Vulnerability fix https://community.opengroup.org/osdu/platform/security-and-compliance/policy/-/issues/90
• Allow cache to be disabled for testing related to #93 (closed)
• Allow comments in test templates - used in integration testing
• Start of backup support #36 (closed)
