Fix Auth filter for Legal Update Status endpoint

/jobs/updateLegalTagStatus is not accessible. Filter configuration does not allow requests.

What is the new behavior?

/jobs/updateLegalTagStatus is accessible, auth check goes as usual through the Entitlements service.
