Consume new Application Insight SDK & add static mock for telemetry for Spring6 Update

Azure unit test is failing after Spring6 update, this PR adds static mock for telemetry for Spring6 update.

Also, We don't see logs in application insights after M23 pullback. We made the changes in core-lib-azure-spring6 to fix this. This MR is to upgrade the library and apply the fix.
