Upgrading Core Common and Core Azure to the latest versions

This is to incorporate the redis fix from osdu/platform/system/lib/core/os-core-common!232 (merged)

I applied the upgrade here as a Direct patch rather than a Cherry-pick because the default branch was already using newer versions of the libraries for several of these.

Also, I upgrade all instances of core-common or core-azure, regardless of the distance on the upgrade. There may be more here than intended, or perhaps it is just perfect.
