fix: gonrg-6641 fix redis connection

GONRG-6641_Seismic-store_cant_connect_to_redis into master

Refactoring of locker.ts so redisSubscriptionClient could be created without tls option if LOCKSMAP_REDIS_INSTANCE_TLS_DISABLE is equal to true.
This change is similar to how redisClient is currently configured.

Adding redisSdmsTlsDisabled value to google deploy Helm chart.
