Fix ForceFullResolutionDimension being set despite no Options_ForceFullResolutionDimension specified

  • Fixed that the FullResolutionDimension was set even though the Options_ForceFullResolutionDimension was not set on the VolumeDataLayoutDescriptor.
  • Cleaned up the defaults for ActualValueRange settings when creating the layout.
