sduitl - allow this step from DAG and Postman similar to zgy conversion

Suggest that we use cloud specific utility to upload the SegY file from desktop to suitable Preload location in cloud.

And then arrange to have sdutil as DAG component so that Data Loader can simply invoke the sdutil cp step from Postman.

sdutil stat (for file), sdutil ls (for listing of folder content) should also be made available from Domain API.

Reverse copy (if someone wants to retrieve converted zgy file), then handle similar to standard dataset retrieval (of any otehr bulk data, through signed URL).

I found the steps to configure and run sdutil as one cumbersome step. This change will make things a lot simpler.
