Fix Azure Deploy

After !38 (merged) was merged , we noticed Azure deploy was failing with access to port 443 being denied.

We noticed that the RDMS_REST_PORT was changed from 8003 to 443 there, so this MR is to put RDMS_REST_PORT back to what it was.
