=> Added scratch of tools that will be used in the setup stage, including SPN creation and secret creation through arm deployment (Still under development) => Added basic pipeline to sync with storage account from ADO. => Added basic gitlab-ci test for arm templates, still waiting on the main arm templates instead of linked ones.

NOTE: Marked as draft until we get all the details and green light to start merging.
