GONRG-3568: Update TF for Notification service with required GCP roles + update depends_on

Done:

  • removed extra/redundant dependencies
  • fixed/added deps on the datafier SA
  • added deps on buckets if it is required for a service deploy
  • added deps on WI for a SA in a helm deploy block
  • added deps on the pubsub bootstrap job and cloud task for Indexer+Indexer-Queue
  • minor fixes
