This MR cherry picks the istio health check improvements into azure/m16-master. The details of the change and why it is required is mentioned in the original MR itself.

Testing

Tested the change by manually upgrading the osdu-istio and common-base helm chart in a m16 instance. The following results are for backend health and DP service access for the same instance after charts upgrade.
