bumping up the version to 1.17.0
Modified the osdu-reference_helper charts and its dependent charts (unit, crs-catalog, crs-conversion ) to use the osdu-helm-library templates
Updated dependent services charts(unit, crs-catalog, crs-conversion) version osdu-reference_helper charts
