[#10461] Fix helm chart of Seismic File Metadata service

Dmitriy Rudko requested to merge rudkodm/fix-file-metadata-chart into azure/m10-master
  • Update Auth whitelist policies to reflect endpoints specific to the service
  • Update probs logic
  • Update deployment to be in sync with other services
  • Update ConfigMap as the service previously failed with osdu-svs-config not found error

Fix was tested on one of the instances. There is a separate fix for istio-injection=enabled in namespace
