Due to issue #17 and more convenient usage (i.e. you no need to install osdu-ingestion-lib to use BaseTokenRefresher) it was proposed to move BaseTokenRefresher class from osdu-ingestion-lib to osdu-api (Python SDK).

To prevent unexpected problems or broke existed functionality that depends on Python SDK or osdu-ingestion-lib - existed BaseTokenRefresher class will be inherited from BaseTokenRefresher class from Python SDK. Also DeprecationWarning was added to BaseTokenRefresher from osdu-ingestion-lib to notify that this class was moved to Python SDK.
