Technical Debt: Revisit Ingestion Framework and Workflow Design

Many learnings have occurred in the implementation of various ingestion workflows on the R3 Ingestion Framework and Ingestion Workflow architecture. Post-R3, these learnings should be revisited and the architecture for these services and components within OSDU should be reviewed.
