Upgrading to release scripts v2.2

This upgrades the use of the release scripts, notably including osdu/platform/deployment-and-operations/release-scripts!6 (merged).

The upgrade fixes a problem with the format-dependencies.js script, which was using incompatible versions of TaskLemon and minimatch.
