Upgrade fossa version
This upgrades the version of FOSSA used, and tweaks some of the arguments provided to FOSSA.
I don't think this solved the fossa analyze failure problems, but they also went away around the same time. Here's some pipelines to consider:
Before the change:

After the change:

- https://community.opengroup.org/divido/multi-pipeline-launcher/-/pipelines/6014 -- Failed 0/17
As a side effect, this adds the branch switch in for the fossa commands, closing #11 (closed)
