Correct entitlements v2 url

To be aligned with all other services, we'd like to correct the entitlements path with api/ prefix at this early stage to avoid breaking change. More details about entitlements v2: osdu/platform/deployment-and-operations/infra-azure-provisioning#81 (closed)
