Updating default Java Version to be 17

David Diederich requested to merge java-17-as-default into master

Now that Java 17 is used in all the services, we can set the defaults to that to remove the need for overrides.

If anybody was still using Java 8 for any purpose, the CI scripts still support them, but they will need to override the image tags.
