Open "Create Issue" and "Edit Page" links in a new tab

David Diederich requested to merge open-modification-pages-in-new-tab into main

By adding target="_blank" into the link element, browsers will open a new tab / new window. Since there's no redirect back to the antora site from these pages, it makes sense to open it separately.
