[Azure RDDMS] Fix legal tag for building manifest API

  • This MR is to address issues reported in osdu/platform/domain-data-mgmt-services/reservoir/open-etp-server#169 (closed)

  • Added data partition name to legal tag name in the body of Build Manifest API for RDDMS

  • Postman collection name: Azure_Reservoir DDMS RESTAPI-Write.postman_collection.json

  • Postman collection is zipped and therefore diff can't be reviewed in this MR but following screenshot highlights added code and successfull response:
