Build Manifest Fails in Azure both for Volve dataset and dataset created using Rest Api

The 'Build Manifest' for Volve dataset looks like a regression. Whereas for the dataset created using 'write' restapi it looks like a new issue though we have not tested in M24. It could be that they are 2 separate issues in that case please do the needful and create a clone.
