Draft: Enable group caching for GC and CI, fix data root test.

Description:

• Added group caching to the GC module.
• Added group caching to the CI module.
• Ensured that user.data.root maintains access to newly created data groups regardless of cache state.
• Updated the data root test suite to prevent failures in Storage when groups are cached.

pipeline and locally.
