Updates description?

Changed to semantic versioning scheme. Ref. Semantic versioning.

Removed the included GCP specific jobs from the pipeline. This part interfered with the states which are now in order: linters, test, publish.

NOTE: The versioning is handled by the step defined in: continuous-release-python.yml. Ref. documentation: CI logic for continuous release packages
