Updates requests library from 2.31.0 to 2.32.3 to remediate vulnerability CVE-2024-35195. This change in osdu_api is needed to remediate the vulnerability in Wellbore-DDMS, as the dependency is versioned based on the install_requires specification rather than requirements.txt.
