Draft: Resolve "Upgrade Core Common Dependency"

MR's Raison d'être
This MR updates the core common to use the latest release candidate version of the library. This utilizes newly developed features, and will be upgraded to a full release during the new release cycle.

Housekeeping Updates
FOSSA Update
