Use debug logs

Alok Joshi requested to merge use_debug_logs into master
  1. Upgrade core-lib-azure library to make use of info to debug log changes in the latest RC version
  2. Incorporate debug logs into Register service. This is an effort to reduce the cost associated with storing trace (info) logs.
