Added initial Helm chart for AWS.

  • Added Helm chart for Schema Upgrade deployment
  • Schema upgrade is not part of main OSDU deployment, so some values have to be fetched from the cluster and applied to the chart for it to work, as described in Chart README
  • Added two istio policies to allow access to storage and search
