EPMOSDU-1086 Added elastic cluster settings from partition properties

Description:

Added the ability to manage elastic cluster properties from the partition service  

How to test:

1. Update properties elasticsearch.https and elasticsearch.tls to false state.
2. Update elastic vm config
3. Try to search records using the search service.
