signed URL for external Minio host(GONRG-6715)

Merged Rustam Lotsmanenko (EPAM) requested to merge gc-minio-external-signed-url into master

We should be able to configure the File service to use host resolvable inside cluster: http://minio:9000
And at the same time generate signed URLs for the external host: https://s3.ref.gcp.gnrg-osdu.projects.epam.com
