WIP: Added a signedUrl for /FileLocation (GONRG-623)

Riabokon Stanislav(EPAM)[GCP] requested to merge locationFile-with-signedUrl into master

Description:

  • Added a signedUrl for /FileLocation. Signed url as an attribute required in DAG, as at the moment of execution, SRN is not exists yet and Delivery service can't be used.
