Refactoring for Community Implementation

changes:

1. provider/gcp to dataset-core-plus
2. added maven for osm-core and oqm-core
3. Made changes to files which has dependencies of the osm and oqm.
4. Added google datastore dependency
5. Made changes to ci file for osm and oqm plugin download and install
