The Token.py file path is not correct. Removed as its not required

  1. Bug : https://dev.azure.com/OpenEnergyPlatform/Open%20Energy%20Platform/_workitems/edit/5579/ In bootstrap file, Path to Token.py file is incorrect. So while bootstrapping the policies it gives error- python: can't open file '/Token.py': [Errno 2] No such file or directory

  2. The bootstrap step is creating tar of all default policies, edited it

  3. The Bearer token was not generating properly leading to IT failure
