minor enhancements

Minor enhancements:

  • Fix misleading error message when failed download/upload to/from bundle server (said it was an OPA issue)
  • Improved error messages when there is an issue with bundle server (to help troubleshoot issue with GCP)
  • Test change for load testing (do not remove a policy that will be used for later testing in the pipeline)
